Analyzing the commentary text for the course of study of elementary school and of kindergarten, we found sharp contrasts. In the text for kindergarten, children's livelihood is regarded as the content matter as well as the method of teaching. Caring for children's lives is regarded as indispensable for early childhood education. On the other hand, in elementary education, teachers try to regulate children's lives.
