The population of rural area had already decreased since 1960, and expected to continuous trend of aging and depopulated. Almost all area of Japan has confronted declining birthrate and aging. In particular, the aged population has been undertaking important tasks in rural communities. However, even aged population would turn to decline since 2025. According to a recent research, in the 896 (out of 1,741) local jurisdiction, the female population from 20 through 39 years old estimates to decrease toward a half of it. This means that population at the half of local communities might almost disappear until 2040. In Japan, the ratio of urbanization promotion area of the whole land is just 3.8%; however, 67.1% of the total population are living in this 3.8% land area. Furthermore, 93% of the total population in Japan live in the urban planning area where only one fourth of the whole land. For more than 40 years, the outskirts had been merged into urbanized. Now some of suburbanized area has begun to shift into pseudourban area in sprawling land use. Maintenance of economic resources such as farmlands and communities themselves are now at risk. One Village One Product campaign to boost the countryside by promoting the special products of local areas has spreaded out nationwide since 1980. Now sixth-order industrialization is focused people’s attention. Some recent research have found that the key actors for community empowerment of rural development are the outsider, the young and the preposterous. Some rural communities has started to deal with new empowerment programs.
