| 内容記述 | In order to improve and overcome the problem of marine plastic waste, rather than focusing on recovery and proper treatment after spilling and drifting into the sea, it is important that Japan ensures the implementation of regulations under existing treaties. Those treaties include regulations on the disposal of waste generated on land or on board vessels into the sea (London Protocol 96 of the London Convention and International Convention for the Prevention of Pollution from Ships (MARPOL Convention), and regulations on the transboundary movement of hazardous wastes in a way that harms human health and the natural environment (Basel Convention). In addition, with a reduction in waste generation, collection, recycling, and proper treatment, depending on the situation and area of the problem, and based on the environmental principle of “Extended Producer Responsibility (EPR)”, it is also important to respond at the upstream stage, such as material selection, design, and manufacturing of plastic products. | |||||||
